The City of North Chicago is taking a major step toward expanding digital access for residents and visitors.

Mayor Leon Rockingham, Jr. and the North Chicago City Council announced that both Lake County and the City of North Chicago have officially approved an Intergovernmental Agreement (IGA) that will bring free high-speed public Wi-Fi to the city’s downtown corridor.

According to city officials, the project will be funded through federal American Rescue Plan Act (ARPA) funds, with Lake County expected to begin construction on the network sometime in 2026. Once completed, ownership and operation of the system will transition to the City of North Chicago.

The planned coverage area is expected to stretch from Foss Park Avenue south to 18th Avenue, and from the North Chicago Metra Station west to Sheridan Road, creating a large connected zone throughout downtown.

Lake County Board Chair Sandy Hart said the project is about improving access to everyday necessities and opportunities for the community.

“Whether someone is applying for a job, finishing homework, accessing healthcare or supporting a small business, using the internet is part of everyday life,” Hart said. “We’re excited to partner with North Chicago to create more opportunities for residents and visitors to connect with important resources.”

City leaders say the initiative is designed to help close the digital divide while supporting education, business growth, transportation access, and public connectivity throughout the area.

The announcement has already generated positive reactions online, with many residents calling the move a much-needed investment into the city’s future infrastructure and economic development.
