WAUKEGAN, Ill. — Vista Health System is facing another major leadership shakeup after employees reported that Chief Executive Officer Daisy Rodriguez is no longer leading the troubled hospital system, just two months after assuming the position.
Rodriguez, who was appointed CEO and chief nursing officer on August 5, reportedly departed the leadership role at Vista Medical Center East, located at 1324 North Sheridan Road in Waukegan.
Her reported departure marks the fifth executive leadership transition at Vista Health System in approximately three years, raising additional concerns about the organization’s financial stability, management and long-term future.
According to reports reviewed by the Pulse Radio 96.1 News Team, multiple hospital employees have indicated that Rodriguez is no longer serving as CEO. However, conflicting accounts remain regarding whether she resigned or was terminated.
One employee reportedly indicated that Rodriguez had been removed from the hospital’s internal system, while another suggested she may remain affiliated with Vista in a consulting capacity.
As of Friday evening, Vista Health System had not publicly confirmed her departure or announced who would assume leadership responsibilities.
Rodriguez also remained listed as CEO and chief nursing officer on the hospital system’s official website.
Five CEOs in Three Years
The reported leadership change continues a pattern of executive turnover that began following the hospital system’s acquisition by California-based American Healthcare Systems in July 2023.
Bianca Defilippi initially served as CEO following the acquisition before Kevin Spiegel assumed the position in October 2024.
Spiegel departed in March 2025, after which Aundrea Styles served as acting interim CEO.
Kim Needham was appointed CEO in April 2025 but announced her resignation in August 2026, ending a tenure of less than a year and a half.
Rodriguez was subsequently appointed to replace Needham, with hospital officials highlighting her more than 25 years of healthcare leadership experience.
Her professional background includes nursing administration, hospital operations, public health, financial management and organizational transformation.
At the time of her appointment, Vista Health System expressed optimism that Rodriguez would help strengthen operations, improve patient access and provide much-needed organizational stability.
However, approximately two months later, the hospital system is reportedly searching for leadership once again.
Financial Problems Continue to Escalate
The executive turnover comes amid an increasingly difficult financial situation for Vista Health System.
Since American Healthcare Systems acquired the organization, Vista Medical Center East has faced mounting unpaid bills, legal disputes, staffing reductions and repeated payroll disruptions.
Among the hospital’s reported financial challenges are more than $3 million in unpaid property taxes for 2023, 2024 and 2025, including accumulated interest and fees.
The hospital also faces substantial outstanding utility obligations.
In July, a judge entered a default judgment ordering Vista to pay ComEd more than $822,000 in unpaid electricity charges after the hospital failed to comply with a previous settlement and did not appear in court.
ComEd subsequently filed another lawsuit in August seeking more than $1.4 million.
Vista also reportedly owes the City of Waukegan hundreds of thousands of dollars in unpaid water bills.
The financial difficulties have extended beyond utility providers and tax obligations.
In January 2025, Vista furloughed 69 employees while seeking emergency financial assistance from the State of Illinois.
Additional payroll disruptions occurred in March and April 2026, with hospital officials attributing the delays to problems securing payroll funding.
Employees later reported receiving paper checks instead of direct deposits during the summer. Some employees alleged that checks issued in September were returned because of insufficient funds.
The hospital also lost a contracted administrative services provider earlier this year.
Precision Practice Management, which handled patient registration, scheduling, insurance verification and billing, terminated its agreements with Vista effective June 30 after reportedly not receiving payment.
The contract termination resulted in 34 employees losing their jobs.
Hospital Property Faces Legal Uncertainty
Beyond its operational challenges, Vista Medical Center East is also involved in legal proceedings that could affect ownership of the hospital property.
American Healthcare Systems has reportedly failed to pay property taxes associated with the facility for three consecutive tax years.
A tax buyer who purchased the hospital’s delinquent 2023 property taxes filed a petition in January seeking ownership through a tax deed.
That case remains pending in Lake County Circuit Court.
Although the filing does not mean ownership has automatically transferred, the proceedings represent another significant concern for a hospital already experiencing financial difficulties.
Healthcare Access Remains a Community Concern
Vista Medical Center East has served Waukegan and surrounding Lake County communities for decades, providing emergency medical services, inpatient care and other healthcare resources.
Its ongoing financial problems have raised concerns about the availability and reliability of medical services for residents who depend on the facility.
In February 2024, the Illinois Department of Public Health revoked the hospital’s Level II trauma center designation following concerns involving its operations and patient care.
The designation was reinstated in March 2024.
Later that year, Vista closed its freestanding emergency center in Lindenhurst after choosing not to renew the facility’s state license.
These developments, combined with staffing challenges and financial uncertainty, have intensified questions about the hospital system’s ability to maintain consistent services.
Waukegan Officials Have Criticized Hospital Ownership
Waukegan Mayor Sam Cunningham has previously expressed serious concerns about Vista Medical Center East and the management decisions made by American Healthcare Systems.
Following Needham’s resignation in August, Cunningham publicly criticized the hospital’s corporate ownership, arguing that its financial deterioration threatened an essential community resource.
The mayor emphasized that healthcare workers deserve dependable compensation and that local residents should have access to reliable medical treatment.
Cunningham also indicated that city officials, state legislators, regional healthcare leaders and community advocates had been exploring potential solutions to preserve the hospital’s operations.
However, those efforts have unfolded alongside continued financial problems and uncertainty about the organization’s leadership.
Hospital Has Yet to Clarify Leadership Status
Questions surrounding Rodriguez’s employment status remain unanswered.
Vista Health System Community Engagement and Marketing Director Deanna Cruz acknowledged receiving inquiries about the reported leadership change and indicated Thursday that the organization hoped to provide a response soon.
However, no official clarification had been issued as of Friday evening.
It remains unclear exactly when Rodriguez may have departed, whether she continues to work with the organization in another capacity or who is currently responsible for overseeing the hospital system.
An Uncertain Future for Vista Medical Center East
The reported departure of another CEO adds to the uncertainty surrounding one of Waukegan’s longstanding healthcare institutions.
With millions of dollars in outstanding financial obligations, unresolved legal proceedings and repeated executive changes, questions remain about Vista Health System’s ability to establish consistent leadership and financial stability.
For employees, the situation has created concerns about job security and dependable compensation. For patients and surrounding communities, the larger issue is the continued availability of accessible healthcare.
While Vista Medical Center East continues to serve the region, the latest reported leadership change underscores the challenges facing the organization.
As of October 9, Vista Health System has not publicly identified a new chief executive or provided an official explanation regarding Rodriguez’s reported departure.
