Waukegan Celebrates Groundbreaking of Permanent American Place Casino Project

WAUKEGAN, Ill. — City leaders, state officials, business executives, and community partners gathered Thursday to celebrate the groundbreaking of the permanent American Place Casino at Fountain Square, marking a major milestone in one of the largest economic development projects in Waukegan’s recent history.

The project, led by Full House Resorts and American Place Casino, represents more than $500 million in total investment and is expected to create hundreds of construction jobs during development, along with hundreds of permanent positions once completed.

American Place first opened its temporary casino facility in Waukegan in February 2023. Since then, the casino has generated significant economic activity for the city while creating hundreds of jobs for local residents.

City officials say the permanent casino development will further position Waukegan as a leading entertainment destination in Illinois. The permanent facility is currently scheduled to open in 2028.

The casino project is also a key component of the City’s Rebuild Waukegan Initiative, a long-term strategy focused on infrastructure improvements, economic growth, and expanding opportunities for residents and local businesses.

“This project reflects the continued momentum of Waukegan’s vision for growth and revitalization,” city officials said during the groundbreaking ceremony.

Among those participating in the event were Daniel R. Lee, Chief Executive Officer of Full House Resorts, and Jeff Babinski, Vice President and General Manager of American Place Casino. They were joined by Waukegan Mayor Sam Cunningham, North Chicago Mayor Leon Rockingham, State Senator Adriane Johnson, State Representative Rita Mayfield, State Representative Daniel Didech, Waukegan City Clerk Janet Kilkelly, and members of the Waukegan City Council.

Also attending were 3rd Ward Alderman Juan Martinez, 4th Ward Alderman Victor Felix, 5th Ward Alderman Edith Newsome, 6th Ward Alderman Keith Turner, and 7th Ward Alderman Michael Donnenwirth.

City leaders thanked American Place Casino, Full House Resorts, elected officials, and community stakeholders for helping bring the project to fruition.

Officials say the development is expected to deliver long-term economic benefits for the region through job creation, tourism, and continued investment in Waukegan’s future.
